Section 10(1) in The U.P. Shri Badrinath and Shri Kedarnath Temples Rules, 1967
(1)If the number of candidates, who are duly nominated and who have not withdrawn in accordance with Rule 8 exceeds the number of vacancies, votes shall be taken under Rule 12.
