(2)where a preliminary inquiry into allegation made has revealed a prima facie case justifying criminal or departmental proceedings which are likely to lead to his conviction or dismissal, removal or compulsory retirement from service; or where he has remained in judicial confinement for more than 48 hours on a criminal charge involving moral turpitude;
