(2)Every meeting of a Committee shall be presided over by the Chairman, if he is a member of the Committee, but, if he is not a member of the Committee or if he, being a member of such Committee, is absent from such meeting, the meeting shall be presided over by such member of the Committee as may be chosen by the members present.
