Section 11(1) in The Netaji Subhas Open University Act, 1997
(1)The Vice-Chancellor shall be the principal executive and academic officer of the University and shall, by virtue of his office, be a member and the Chairman of the Executive Council and the Academic Council and also the Chairman of any other authority or body of the University of which he may be a member.He shall also be entitled to be present at and to address any meeting of any other authority or body of the University of which he may not be a member, but shall not be entitled to vote thereat.
