29. Previous sanction for prosecution.
- In the case of any contravention of any of the provisions of this Order by the holder of registration certificate or any other person, the registering authority shall obtain the previous sanction of the Controller before initiating the prosecution, and in every such case sanction shall be accorded only if the Controller is satisfied that there is a prima facie case against the holder of registration certificate or other person, as the case may be.
