12. Dismissal of suits against the Crown - All suits and proceedings instituted against the Crown in any case in which compensation has been awarded, except suits instituted for the reversal of awards as aforesaid, shall be dismissed with costs.
Proviso - But nothing herein contained shall affect the right of any party to recover the amount awarded from any person who may have received the same without any just title thereto.
