Section 323(1) in The Calcutta Municipal Corporation Act, 1980
(1)The Corporation shall provide or appoint in proper and convenient situations public receptacles, depots and places for the temporary deposit of-(a)rubbish;(b)offensive matter;(c)trade refuse;(d)carcasses of dead animals;(e)excrementitious and polluted matter.
