Section 58(2) in The Medical Council Of India Regulations, 2000
(2)The Registrar, subject to the approval of the President-(a)Shall appoint Group `C' and `D' staff against duly sanctioned posts;(b)May engage such temporary personnel for a period not exceeding 89 days at one time, as may be required from time to time and pay the remuneration to them.
