This writ petition has been filed seeking the following relief:
"For the reasons and in the circumstances stated in the accompanying affidavit, the above named petitioner herein prays that this Hon'ble Court may be pleased to issue an order or direction, more in the nature of Writ of Mandamus, declaring that the maximum age limit for general category in respect of direct recruitment to the post of Junior Civil Judge in A.P.State Judicial Service notified in Notification dt.29.1.2002 shall be 38 years as on 1.7.2001 in view of the Note 2 read with proviso to Rule 12(b) of the A.P.State Judicial Service Rules and the Adhoc Rule issued in G.O.Ms.No.570, General Administration (Services-A) Department, dated 28-10-1993, by holding that the age prescribed i.e., 32 years as on 1.7.2001 in the above said Notification dt.29.1.2002 and the orders issued in G.O.Ms.No.426, General Administration (Services-A) Department, dated 7.11.2001 are illegal, arbitrary, unconstitutional and without proper exercise of jurisdiction and consequently consider the case of the petitioner for appointment to the post of Junior Civil Judge in pursuance of his application dated 4-3-2002 submitted to the 3rd respondent and pass such other further orders as this Hon'ble Court may deem fit in the circumstances of the case."
On perusal of the averments of the writ petition, it appears, that relief has been sought to appoint the petitioner to the post of Junior Civil Judge in A.P. State Judicial Service, in furtherance to the notification dated 29.01.2002. From the date of the said notification, the period of 17 years has already elapsed. After the challenge, the erstwhile State of Andhra Pradesh has been bifurcated into the existing State of Telangana and the State of Andhra Pradesh, and several examinations have been conducted for recruitment to the post of Junior Civil Judge, even by the State of Telangana and the State of Andhra Pradesh both. Thus, as appears, by efflux of time, petitioner and his counsel, both, have lost their interest; therefore, they are not appearing in the case.
In such circumstances, by efflux of time, no life survives in this writ petition, more so counsel is also not appearing.
Accordingly, the writ petition is dismissed.
As a sequel, all pending miscellaneous applications shall stand disposed of. No order as to costs.
