Section 52(1) in The Bihar (Coal Mining) Area Development Authority Act, 1986
(1)Simultaneously with the submission of the scheme to the Government, the Authority shall publish a public notice in the Official Gazette and in a local newspaper of the scheme and the place or places where copies of the scheme may be inspected.
