Section 582(2) in The Orissa Municipal Corporation Act, 2003
(2)The Veterinary Officer shall not grant certificate referred to in Subsection (1) if in his opinion, -(a)the animal whether male or female -(i)has not attained the age of three years and in case of sheep or goat one year; or(ii)is useful for the purpose of draught or any kind of agricultural operation;(b)the female animal is useful for the purpose of breeding;(c)the female animal is useful for giving milk or breeding offspring.
