Section 76(ii) in Bihar Coal Mining Area Development Authority Rules, 1988
(ii)The Chief Medical Officer may order to prevent the spread of an epidemic disease that any market, shop or other public place shall remain closed for such time as may appear to him to be necessary and may forbid the holding of any fair, mela or other gathering to which people resort.
