Section 12(6)(b) in Rajasthan Conditions of Detention (Foreigners Act) Order, 1966

(b)any communication made to or intended to be delivered to, a detenu contains any matter which is objectionable from the point of view of maintenance of Jail discipline, he shall delete the same or mark it for deletion while forwarding to the proper authority.
