Section 31F(4) in The Karnataka Minor Mineral Concession Rules, 1994
(4)No person shall be included in such list if,(a)he is a person disqualified from submitting a tender, or(b)he has not paid the Registration fee and the earnest money deposit at the rate and in the manner specified in sub-rule (2), or(c)has not given the undertaking under Rule-31G.
