Section 20(2) in The Bihar Primary and Middle Education Rules, 1961
(2)Except with the previous approval of the Department no text-book or any other book to be used by the teachers or students in any such school shall be selected by the Headmaster from outside the list prescribed by the Director and published in the Bihar Gazette.
