Section 39(7) in Assam Science & Technology University Act, 2009
(7)Notwithstanding that all the officers and members of the authorities, constituting the University have not been appointed, nominated, chosen or-elected as the case may be, the University shall be deemed to have come into existence on and from the date on which this Act comes into force.
