Section 30(1)(d) in The Punjab Stamp Rules, 1934

(d)notwithstanding anything contained in clauses (a), (b) and (c), the State Government may suo motu at any time call for the record of any proceedings or order of any authority subordinate to it for the purpose of satisfying itself as to the legality and propriety of such proceedings or order and may pass such order in relation thereto as it may deem fit;
