(4)No licence under sub-section (1) or a lease under sub-section (3) shall be granted if the [x x x] [Omitted 'projection' by Act 14 of 1999, w.e.f. 24-3-1999.], construction or occupation is likely to be injurious to health or cause public inconvenience or otherwise materially interfere with the use of the road as such.
