Section 21(3) in The Assam Cinemas (Regulation) Rules, 1960
(3)The work shall not be commenced until the consent of the Licensing Authority has been obtained and the Licensing Authority shall not give consent unless the Executive Engineer, P.W.D., certifies that the proposed addition or alteration is in accordance with these rules.
