Section 27(2)(i) in The Bihar Civil Service (Executive Branch) and the Bihar Junior Civil Service (Recruitment) Rules, 1951

(i)The Select List shall be prepared by the Departmental Promotion Committee constituted under Rule 26-A (2)(i) in each year from amongst members of the Bihar Civil Service (Executive Branch) who have completed not less than eight years of continuous service on the 1st day of January of the year in which such list is prepared and whose names are included in the list of officers in the Junior Selection Grade, referred to in Rule 26-A.
