Section 15(3)(a) in The Andhra Pradesh Fire and Emergency Operations and Levy of Fee Rules, 2006

(a)The Provisional No Objection Certificate shall be issued giving any additional requirements in the interest of safety. These would be in addition to National Building Code of India and applicable building rules, construction safety included.
