(2)The holder of any permit in respect of a service of stage carriages shall within twenty-four hours of the occurrence, report in writing to the State Transport Authority, any failure of or damage to any vehicle used by him under the authority of the permit of such a nature as to prevent the holder from complying with any of the provisions of conditions of the permit for a period exceeding three days.
