(2)The Chairman shall disallow-(a)any proposition concerning any matter in which the member moving it has directly or indirectly by himself or his partner any share or interest in the management or direction of any business which has interests in pilgrim traffic or in which he is professionally interested on behalf of a person engaged in pilgrim traffic;(b)any motion which contains a statement the accuracy of which the mover is not able to substantiate.
