Section 2(e) in The Sailing Vessels (Members Of Crew) Rules, 1967
(e)"permit" means a permit issued under these rules and includes an Identity card for Seamen (Sails) issued to a tindal under the authority of the Central Government before the commencement of these rules and valid on the date of such commencement;
