Section 398(1) in Goa Succession, Special Notaries and Inventory Proceeding Act, 2012
(1)The order of priority to exercise the right of preemption shall be as follows:-(i)all the co-heirs jointly in a conference;(ii)the moiety holder;(iii)individual heir.
