Section 55(1) in Kashmir and Jammu Universities Act, 1969
(1)the appointment of the first Vice-Chancellors, the first ProVice Chancellors, the first Registrar and the first Controllers of Examinations of both the Universities constituted under this Act shall be made by the Chancellor in consultation with the ProChancellor, and, until the first appointment as aforesaid is made, the Chancellor may, after consultation with the Pro-Chancellor, make provisional appointments or the said posts on such terms and conditions and for such period as the Chancellor may direct ;
