Section 28 in The Gujarat Professional Civil Engineers Act, 2006
28. Cognisance of offences.
(1)No Court shall take cognizance of any offence punishable under this Act, except upon complaint made by order of the Council or a person authorised in this behalf by the Council.(2)No Magistrate other than a Metropolitan Magistrate or a Magistrate of the first class shall try any offence punishable under this Act.
