(1)After deciding the objections under rule 10, the election for the constitution of the Board shall be conducted to elect the members on the expiry of the term of the Board, or on its supersession under section 99 of the Act, or for filling up any causal vacancy caused in a particular category under section 16 or section 64, as the case may be.
