Section 8(8)(a) in The Madhya Pradesh State University Service Rules, 1983

(a)in exceptional cases the Commission may, with the approval of the [State Government], treat as qualified a candidate who, though not possessing any of the qualifications prescribed in this clause, has passed examination conducted by other institutions by a standard which, in the opinion of the Commission, justifies the consideration of the candidate for selection, and
