(2)Notwithstanding anything contained in sub-section (1) of section 96 or in any other provisions of this Act and, subject to the provisions of Article 311 of the Constitution, the Government may make rules regulating the conditions of service of the health assistants, the auxiliary nurses, mid-wives and maternity assistants in the public health establishments of Panchayat Union Councils.
