Section 7(2) in The Gujarat Industrial Relations Act, 1946
(2)The Board shall consist of a Chairman who shall be an independent person and an even number of members. Every member shall be either an independent person or a person chosen by the [State] [This word was substituted for the word 'Provincial' by the Aadaptation of Laws order, 1950] Government from a panel representing the interests of the employers employees, provided that the number of persons chosen from panels representing employers and the number chosen from panels representing employees shall be equal. Such panels shall be constituted in the manner prescribed.
