Section 14(2) in The Punjab Agricultural University Act, 1961
(2)The Comptroller shall manage the property and investments of the University; and advise in regard to its financial policy. He shall be responsible for all account matters including the preparation of budget and statement of accounts for presentation to the Vice-Chancellor.
