Section 28(5) in The Haryana Motor Vehicles Rules, 1993
(5)Any person preferring an appeal shall be entitled to inspect the file of the appellate authority by making an application bearing a cash receipt or a treasury challan of :-(a)in respect of an urgent inspection rupees ten; and(b)in respect of an ordinary inspection rupees five.
