Section 16(2) in The Chennai Corporation Class III and Class IV Service (Discipline and Appeal) by-laws
(2)Every appeal preferred under these by-laws shall contain all material statements and arguments relied on by the appellant, shall contain no disrespectful or improper language and shall be complete in itself. Every such appeal shall be addressed to the authority to whom the appeal is preferred and shall be submitted through the authority from whose order the appeal is preferred.
