Section 4(ii) in Bihar Flying Club (Appointment and Powers of Custodian) Rules, 1984
(ii)The Custodian shall also exercise all such additional powers which may, by special or general order, be conferred upon him, by the State Government from time to time for the efficient management of the institute.
