                                                                ORDER

Background

1. The Applicant filed his RTI­application (dated 05.02.2012) with the PIO, North Frontier Railway, Maligaon,  Guwahati seeking certain information on the following situation:

"If a railway employee writes about some gross irregularities going on in a Central Government institution  ( a non railway institution) in which he is undergoing a training along with some other Govt. Employee. ...."

2.   The   PIO   replied   to   this   application   on   07.03.2012   informing   the   Applicant   that   he   is   having   some  grievance which is not covered under the RTI­Act. The Applicant, being aggrieved with the reply of the  PIO, filed his first appeal with the Appellate Authority on 16.03.2012 which the Appellate Authority replied  to on 26.04.2012 providing some copies of Rule to the Appellant (copy of reply of the Appellate Authority  is not enclosed). The Appellant thereafter filed the present petition before the Commission on 22.05.2012  stating that rules provided by the Appellate Authority are not applicable to the information desired by him.   Decision

3. Heard submissions.

4. After perusing the Appellant's RTI­query here, it is noted that the Appellant has not sought any information  as   deified   in   Section   2(f)   of   the   RTI­Act.   His   queries   in   the   instant   case   are   totally   based   upon   a  hypothetical situation which he himself has created.

5. In view of the above, the present appeal cannot be allowed. Rejected.
