Section 3(9) in The Orissa Animal Contagious Diseases Rules, 1957
(9)The Inspector, so far as may be, shall be accompanied by the owner of the animal and the owner or person in charge of the land, building, or other places or vessel or vehicle and a village headman or a revenue or police officer.
