Section 47(1)(a) in The Rajasthan District Boards Act, 1954

(a)in the absence of the Chairman preside at the meetings of the Board and of the Executive Committee thereof unless prevented by reasonable cause from doing so, and shall perform all the duties and may exercise all the powers of the Chairman when presiding at a meeting;
