Section 545(3) in The Orissa Municipal Corporation Act, 2003
(3)For every such carcass so removed by the Corporation agency, a fee for such removal, as may be fixed by the Commissioner, shall be paid by the owner of the animal, or, if the owner is not known, by the occupier of the premises in or upon which, or by the person who is in-charge of, the said animal dies.
