13. Transportation of animals in certain cases not permitted without shoes .-Animals whose hooves are not provided with shoes (as in the case of pack or drought animals) shall not be transported on foot on hard cement, bitumen-coated or metalled roads, steep gradients or hilly and rocky terrain, irrespective of weather conditions (summer or winter)
