(3)Decisions how to be taken on propositions circulated. - The decision on any proposition so circulated shall be in accordance with the majority of votes of the members of the committee who vote upon it, unless a special meeting is convened to consider the said proposition on a request being made by not less than two members in respect of the proposition.
