Section 53(1) in The Bihar (Coal Mining) Area Development Authority Act, 1986
(1)If, at any time before the scheme is published under section 52, a representation is made by a majority of the owners of the area that the scheme should be withdrawn, the Authority shall invite from all persons having interests in the scheme, objections to such representations.
