Section 17(2) in The Building And Other Construction Workers '(Regulation Of Employment And Conditions Of Service) Central Rules, 1998
(2)The Secretary of the Central Advisory Committee-(i)shall assist the Chairperson of such Committee in convening meetings of the Committee;(ii)may attend the meetings of such Committee but shall not be entitled to vote at such meetings;(iii)shall keep a record of the minutes of the meetings of such Committee; and(iv)shall take necessary measures to carry out the decisions taken at the meetings of such Committee.
