Section 151(5)(b) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964

(b)The authorised cadre of Lieutenant-Commanders or Lieutenants or Sub-Lieutenants shall be reduced to the extent of the number of officers borne on the "non-selection" list of Commanders.
