(4)The Kshettra Panchayat shall every year at a meeting called before a date specified by rule for the purpose discuss the account and budget prepared by the [x x x] [Omitted by U.P. Act No. 33 of 1999.], [Karya Samiti] [Substituted by U.P. Act No. 9 of 1994.], and then by resolution pass the budget without any modifications or with such modifications as it may deem fit to make.
