32. Sluices to be opened or shut under Authority of the Engineer.
- Sluices constructed in any public embankment shall be opened or shut only by or with the general or special permission of the Engineer or of the officer in the immediate charge of the embankment, under such order, either general or special, as he may receive from the Engineer.
