(2)Before passing an order suspending or canceling a license or approval under sub-rule (1),(a)the holder of the license or approval shall be given an opportunity of being heard;(b)the maximum period of suspension under sub-rule (1) shall not exceed three months; and(c)the suspension of a license or approval shall not debar the holder of the license from applying for its renewal in accordance with the provisions of rule 55.
