Section 13(3) in The Bihar Forest Hunting, Shooting & Fishing Rules, 1958
(3)A permit holder shall not shoot or attempt to kill any animal the shooting of which is not permitted under the terms of his permit nor shoot more than the number of head entered in his permit.
