The postage on a parcel shall be fully prepaid. Postage stamps shall be affixed to or impressions of stamps machines be taken on the cover of parcel or an official label which can be obtained free at the post office. In cases where postage stamps are used, the sender or his messenger shall affix the stamps himself.
