Section 30(1)(d) in Tamil Nadu Panchayats (Elections) Rules, 1995

(d)No member of a District Panchayat or no person who stands for election as a member of a District Panchayat shall be eligible to stand for election as a member of a Village Panchayat, or President of a Village Panchayat or a member of a Panchayat Union Council.
